Overall death numbers but the sentiment for their model is specific to numbers of COVID. They do state that mitigation can be a good delay tactic which in turn helps with total hospital census. Clearly the morbidity for non-COVID hospitalizations would be (and are) higher if hospitals are overrun with COVID patients.

What they're not considering is NORMAL hospitalizations.. if beds are taken up with COVID patients the heart attack or traffic accident victim cannot be treated and THEY die who would normally live
